Details:

when one save in csv format, syntax is not saved 
this could occupy only one cell in order to
get rid of easily whoever wants syntax dont exist in excel (maybe?)

Pspp developers responce was: 
"The reason is probably historical.  So far as I know the CSV output is used
primarily internally for regression testing and we didn't need the command to
be echoed."
