Failed to compile binutils

Dear Sirs,

I wanted to install a gcc compiler but without ANSI C compiler.
As I follow the instructions that specified in the home page guide.
*       down load the binutils
*       then configure  but failed message showed.
*       As the binutils is a dependance for installing gcc compiler but
without ANSI C.

My system information:
H/W
HP 9000/S800 Model E25 class

O.S
HP-UNIX 10.20

Do you have any recommendations? Please offer some suggestions to me!

    (Any other directories should still work fine.)
Created "Makefile" in /db1/binutils-2.9.1 using "mh-frag" and "mt-frag"
gcc: installation problem, cannot exec `cpp': No such file or directory
*** The command 'gcc -o conftest -O2  -O2 conftest.c' failed.
*** You must set the environment variable CC to a working compiler.
# CC=cc ./configure
