Is the following behavior normal for the remainder operation?

If so, why?

I have tested the above on two GNU/Linux distributions (Debian 2.2 and
SuSE 6.4) and I get the same result each time.  If anyone out there has
older versions of bc or has bc on a non-GNU/Linux platform, I am
interested in hearing about the results of the above test.
