In order for your package to be in the binutils distribution you would
have to assign all copyright to *all* parts of it over to the FSF (so
that it becomes GNU software), which you may not be willing/able to
do.

On the other hand the FSF does maintain a list of software which is
covered by the GPL, and you could probably have FunctionCheck added to
