No, this is not good. Even if Big5 is currently a widely used
encoding there is also EUC-TW and in future there will be utf-8.
Hard-coding specific locale-charset was a mistake and it should be
avoided for other locales. The only safe way is to mention the whole
locale name including charset descriptor.
