gnu make 3.76.1

Hi,

I am using gnu make version 3.76.1, and when issue target-dependent
variable assignment, it does not recognize the assignment part,
and thinks it's a target, and complains that it does not how
to make that target:

example:

dirs:  TARGET=dirs

-- in this case complains that:
make: *** No rule to make target `TARGET=dirs', needed by `dirs'.  Stop.

here is the make date and size:
-rwxr-xr-x   1 bin      bin       664348 Jul 10  1998 /usr/local/bin/make

do you know if this is a bug?
