Why not? You have all access to it that you can possibly need, after
all.

Or, to put it differently: if you don't have the skills to understand
the sources and/or the /usr/include/tar.h headerfile, the probability
is quite high that you shouldn't be trying to meddle with this
datafile format.

After all, you already have the GNU tar program to deal with those
files, so why would you have to "understand" them yourself?
