You'ld have to disable the default MAKE_MODE=Unix setting, in this case.
Generally, Cygwin make is not really the best choice for driving an old
16bit DOS compiler like tcc --- you may be better off using Borland's
make for that, or a DOS port of GNU Make, at least.
