I don't know what you see on the bottom of man pages

But I in emacs using M-x man, I see
Copyright \251 1999 Free Software Foundation, Inc.
And in the shell $ man gives
Copyright 1999 Free Software Foundation, Inc.
I don't know if I'm to blame for being in Chinese mode or something,
or if GNU is to blame for putting a risky character there.
Would "(C)" be more portable, or is my software out of date?
I have also seen similar messes with the 'bullet list character' on
some man pages.
