tar-1.13.19 test failures

Builds and installations of tar-1.13.19 on 16 flavors of UNIX were
successful, including on this one (IBM's Linux Community Development
System):

        IBM S/390 9762 G6 Model ZX7     GNU/Linux 2.2.16

but I got test failures

        FAIL: incremen.sh
        ====================
        1 of 13 tests failed
        ====================

on these two systems:

        Compaq Alpha Sierra     OSF/1 5.0       CC=vendor native cc
        IBM SP/2                AIX 4.3.2.0     CC=gcc-2.95.2

Builds were with the usual

        ./configure && make all check install
