tar 1.13.19 and O_TEXT

I have noticed that tar 1.13.19 uses O_TEXT in src/incremen.c but
neither configure nor system.h handle the case that a system does
not have this symbol (as system.h does for O_BINARY).

The strange thing is that I noticed this on a RedHat Linux 7.1 system
that even has tar 1.13.19 included as a precompiled package. Looks like
RedHat modified this but never told you about that fix.
