There is nothing even remotely resembling this in the GNU make
distribution.

It looks like you're using a version of GNU make packaged for your
system by someone else; it's that packaging that's failing.  You'll need
to discuss this with whomever created that package.

Alternatively (if you have a C compiler) you can just build GNU make
from source yourself rather than installing a package for it.  You can
get the source at ftp://ftp.gnu.org/gnu/make/ (the latest version is
3.79.1).
