Some questions about tar.exe... thanks

I've downloaded tar-1.12.msdos.exe from
http://ftp.uninett.no/pub/gnu/tar.

When I use it, such as "tar -cf 1.tar readme.txt"
it's ok.
Then, I want to extract file from 1.tar, I typed:
"tar -xf 1.tar", the file readme.txt IS extracted,
but there still is some error info:
"tar: readme.txt: Could not change access and modification times: Input or 
output
error (EIO)
tar: Error exit delayed from previous errors"

Could you please explain it for me?

And, there's another question:
When I use "-C" parameter, which means I want to extract files to a 
specified
directory, such as:
"tar -xf 1.tar -Ce:\" or "tar -xf 1.tar -C//e/"
it doesn't work!
I wonder whether you could show me how to use -C parameter?
