Ok, its not a bug but an inconsistency,
$ cmp b5strip ../big5/
cmp: ../big5/: Is a directory
$ diff b5strip ../big5/
Binary files b5strip and ../big5/b5strip differ
cmp could be allowed to take a directory as second arg like diff. Or
maybe we shouldn't keep changing things. I dunno.
