You're right in general, but in this particular case I have confirmed
with H. Hjulstad, the Convener of ISO/TC 37/SC 2/WG 1, that the
changes are official. He also confirmed that the former URL (at the
Library of Congress) will be updated when he and the LoC get around to
it.

Luganda is the reason I suggested the gettext manual update. The GNU
Free Translation Project refers to the gettext manual for its locale
names; since the gettext manual didn't have "lg" they used the
3-letter abbreviation. While I was confirming "lg" with Hjulstad it
was just as easy to confirm the other changes. So I think it's OK to
use these changes.
