I just built (w/o tweaking) and tested [All 14 tests passed]:
	-rw-r--r-- 4294967294/20 6702644 2002-04-24 19:16:33 
Volumes/SD1B/var/log/webperfcache/access.log
The problem has gone away!
This is
        Mac OS X 10.1.4
