tar submission

Hi,

This is a tar development submission.

While working on a backup script we came across a problem with the
existing version of tar. That is, tar is very slow when using a large
exclude list. In the "BACKLOG" file we found the following entry:
           'tar --exclude-from=big.file' is slow

We have fixed this problem in a back-compatible way, please follow the
link below for more details, and to download the changes:

Please make appropriate tests to see if this feature is useful/
suitable for inclusion in the next relase of tar.
