Both programs behave different; major issue, as long as msgcat does not
see a valid encoding name, it just prints an error message:
/gnu/bin/msgcat: present charset "CHARSET" is not a portable encoding name
As long as xgettext will not provide a valid name (us-ascii?) it will
never work ;-)
