man printf: dead end for learning % formats

One does man printf, it says " info printf should give you access to
the complete manual".  Har har har.  There is just a minimal page
there.  If one wants to learn about all the % directives, one must do
man 3 printf.

Even
$ help printf
in bash tells one to see printf(1).
The problem is printf(1)'s man page doesn't mention printf(3) and the
% stuff is not to be found in Info or at least where we are told to
look, at least with my year old versions.
