I include m4/libtool/m4 because I give the complete source of the
package to the users. I don't consider aclocal.m4 as being "source",
because it is autogenerated. And m4/libtool.m4 is one of the source
files from which it is generated.
I include m4/libtool/m4 so that anyone who runs "aclocal -I m4" - for
whatever reasons - gets a libtool.m4 and a ltmain.sh which fit
together.

When you update ltmain.sh, you should also update libtool.m4. That's a
fact you should know.
Providing libtool.m4 makes it a little bit harder for anyone who wants
to use a different libtool. But it makes it easier for anyone who
doesn't want to use a different libtool.

I don't want to rely on the chance that someone has installed the
right version of libtool, when he only wants to modify any other
m4/*.m4 file.
