m4 build problem

Hello Bug-Gnu-Utils!

  I'm trying to compile m4.c, but it fails due to an error that
  SIG_IGN isn't defined.

  On my system (Win32) SIG_IGN is defined in <signal.h>, not <sys/signal.h>

  Please consider improving the configure script to also include the
  <signal.h> in case of SIG_IGN isn't defined isn't defined in the 
<sys/signal.h>
