IA64: dependency violation reported where there is none

The assembler may detect a dependency violation (namely in code produced by
gcc) when there is none because the removal of mutex relations is too strict.
When a predicated compare of 'non-special' type targets the same (or a subset)
pair of predicates that already enjoy a mutex relationship, than this relation
is not altered and should hence not be removed. A suggested fix (based on the
original 2.13 binutils sources) is attached.

Thanks, Jan
