There's a newer port that you can download here:
http://www.simtel.net/pub/djgpp/v2gnu/
(follow the link for tar112ab.zip). It comes with a full manual,
augmented to reflect DOS- and Windows-specific issues.

The DOS port doesn't support remote archives at all, sorry.
