There were releases 0.10.36 to 0.10.39, and all of them were under
GPL, like 0.10.35. You can get them from
ftp://ftp.gnu.org/old-gnu/gettext/.

If someone distributes libintl 0.10.3[0-9] as if it were LGPL, like
libintl 0.10.40 and 0.11.x, it would not be a very severe GPL
violation, because the intent behind putting libintl 0.10.40 under
LGPL is to make it 1. usable even by proprietary programs, 2. usable
by the GNOME project.
