m4 wierd behavior, possibly a bug

I have an m4 file with the following code in it (it's attached):

divert(-1)

changecom(`/*', `*/')


/* comments and m4 code follow . . . */

/* .
   .
   .
   end of m4 code 
*/

divert

/* DO NOT EDIT THIS FILE -- it is qutogenerated -- edit
table.m4 instead */


EOF


When the file is processed by m4, I get the one output line
(that begins with /* DO NOT  .... and then an endless number
of a certain character:

/* DO NOT EDIT THIS FILE -- it is qutogenerated -- edit
table.m4 instead */
ÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿ
ÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿ
ÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿ

When  I put the comment in front of the last divert command, I
don't get the endless stream of ÿÿÿÿÿÿÿÿÿ characters.

Any clue?
