gettext-0.12 will have a configure option "--enable-relocatable"
that allows the binary package to be installed anywhere on the
file system, regardless where it was built. This has been tested
on Unix and Woe32, and modulo some bugs also likely to work on
OS/2.

I'll therefore not discuss the earlier approaches UNIXROOT,
ASSIGN/JOIN/SUBST, etc. anymore.
