the last sentence seems to indicate that the directory is created
with the right timestamp, but subsequent file creations set the
modification date of the directory to the current date.

Just a short comment, I'm not going to dive into the source, sorry.

You can hope that the answer from the GNU tar maintainer will come
shortly and help you more.
