I cannot see why this should be a bug in the gettext package; you are
actually complaining about the 'aclocal' program (part of the "automake"
package). Note that gettextize recommends to use "aclocal -I$m4dir"
where $m4dir is a directory inside the package you are currently
gettextizing; it does *not* recommend to use the absolute pathname
where gettext's files are installed.
So you might file a bug report for automake. I'm not a maintainer of
automake but my opinion is that '/usr/bin/aclocal' is more reliable if
it does _not_ "see" files in /usr/local/share/aclocal/*. (Yes this is
different for GCC on Linux, where /usr/bin/gcc sees the contents of
/usr/local/include and /usr/local/lib, but on other platforms GCC is
configured by default in a more reliable way.)
Also, since version 1.7, 'aclocal' does look in $prefix/share/aclocal-1.7/.
