compile error version 2.14.90.0.4: command no not found

Hi,

I've trouble compiling the latest binutils package 2.14.90.0.4 (got the
tar.bz2) on a linux 2.4.16 system.

Making all in po
make[3]: Entering directory `/root/binutils-2.14.90.0.4/bfd/po'
file=./`echo tr | sed 's,.*/,,'`.gmo \
  && rm -f $file && PATH=../src:$PATH no -o $file tr.po
/bin/sh: no: command not found
make[3]: *** [tr.gmo] Error 127

This seams to happen in all subdirs in subdir po.
As I can not find any references to this "no" what is it, where do I get it
(part of what package?).

I wanted to upgrade for linux kernel 2.5.x compilation and the binutils is
the last to upgrade -- util-linux and others are already in place. So "no" 
seems not to be something coming in any of the standard packs.
