That's a rather old version of make.  You might first try upgrading to
version 3.80, available form <URL:ftp://ftp.gnu.org/gnu/make/>.  Then
if you still have a problem, you can report it to address@hidden
Include a complete Makefile that exhibits the problem, not just a
snippet.  (But make that Makefile as small as you can while still
exhibiting the problem.)
