This is in Red Hat bugzilla, and Tim Waugh made a test package with
a fix available yesterday. See below.

A quite invasive, experimental patch has been applied to this grep
package:

(SRPM in the same place)
It gives quite significant speed improvements for multibyte (UTF-8)
handling, but needs lots of real world testing to make sure there are
no regressions.
It will appear in rawhide in due course.
