[diffutils] Bug in cmp

This is strange and not correct:

  $ cmp --version
  cmp (GNU diffutils) 2.8.1

  $ cmp -s -s foo bar
  cmp: options -l and -s are incompatible
  cmp: Try `cmp --help' for more information.

Ideally multiple "-s" options would be ignored, but failing that at
least the error message needs to be accurate.
