yes, the latest version is 2.5.1.
I'm the maintainer of GNU grep now, so it is my problem that it's not
on ftp.gnu.org.  I have asked for access to the upload a while ago.

As an emergency way to get the file, you can use for example a mirror of
a GNU/Linux distribution.  (The links posted by Paul Eggert leads to
a tarball _containing_ the original .tar.gz tarball.  I've verified
the integrity.)
