reference to li.org

Hi Bruno,

The gettext manual currently references to the li.org mailing lists for
language teams, while in practice at least some of them don't seem to be
reachable using that address; the Dutch team for example. I think it
would be better to remove an explicite reference, since such addresses
may change and I'd propose to link to Translation Project instead (and
maybe to the Gnome i18n group), or nowhere. The information at
Translation Project should always be correct, at least for the teams
that translate GNU software.
How do you think about this?
