About the bug list: a general method is to search the list archive,
which is available from:
http://lists.gnu.org/mailman/listinfo/bug-gnu-utils
You should search all monthly archives since the release.
(I suppose you use gawk-3.1.3, released in Aug 2004. If you are
working with an older version, just download gawk-3.1.4 and read the
documentation included there.)
What can I tell from the top off my head, is that there is an important
patch for non-C locales. Arnold Robbins, the gawk maintainer, has
posted it here several times, for example here:
