I agree, FWIW.  But it's Paul's opinion that counts :).

    So I think the OP is right: the manual should say "info cmp".  The
    only improvement in the wording might be the ``complete manual'' part:
    the command "info cmp" displays the command-line options, not the
    complete manual of cmp.

It doesn't say that info cmp displays the complete manual, it says that
it "gives you access" to the complete manual.  I think that is accurate.
