Note that I'm not the official maintainer of Gawk, so the below are
just my unofficial opinions.

What version of standards.texi says that?  The one I find on
ftp.gnu.org says

`datadir'
    The directory for installing read-only architecture independent
    data files.  This should normally be `/usr/local/share', but write
    it as `$(prefix)/share'.  (If you are using Autoconf, write it as
    address@hidden@'.)

In any case, standards.texi doesn't preclude use of subdirectories in
`datadir'.  So I fail to see how Gawk is incorrect here.  If you see
some text in standards.texi that says not to use subdirectories,
please tell where to find that text.

And the same comment from me: subdirectories are not disallowed by the
GNU coding standards.
