Thanks. A new gettext-0.15-pre0.tar.gz is available at the same location,
which should fix these issues.

Also it appears that you are building on a mingw which doesn't have
libiconv installed. This will not produce satisfactory binaries. Therefore
I'd recommend to install libiconv-1.10 first. This version should already
support mingw.

No, complete tarballs don't require particular tools or commands
before ./configure. Only when working from CVS you need to think about
rebuilding the infrastructure.
