If you truly want a Unix environment on windows, then use a Unix-y file
reader that does not choke on unix line endings (hint - Windows notepad is
not the ideal program for reading unix documentation).

Better programs for this are the pair dos2unix and unix2dos.  I am not as
familiar with the UnxUtils port to windows to know if these tools are
available there, but the cygwin distribution provides them.  You are more
likely to get help on Windows-specific issues by asking on the mailing
list that ported the tools to Windows, rather than on this generic GNU list.

Indeed, but this is not a bug; it is by design - if you use Unix tools,
expect Unix line endings.
