sharutils-4.6.1-pre4/mkinstalldirs
sharutils-4.6.1-pre4/missing
sharutils-4.6.1-pre4/install-sh

OK. After doing that and turning on executable for the tests, I
wind up with this. I do not create any of these files:

sharutils-4.6.1-pre4/COPYING
sharutils-4.6.1-pre4/intl/config.charset
sharutils-4.6.1-pre4/doc/texinfo.tex
sharutils-4.6.1-pre4/INSTALL

So, I don't know how their executable bit gets turned on.
Is that "good enough"? (I think the rest are supposed to be
executable.)
