On the following web page the latest tarball is still
binutils-2.14.tar.gz

However, you are correct. Later stable versions are available from the
ftp site.

It sure would be nice if the www.gnu.org pages were pointing to the
correct version.  In fact the page I mentioned doesn't even mention the
latest version (2.17)

This has already been fixed; Binutils 2.14 is rather old.  Unless there
is a justified need to stick with that version, I'd suggest to simply
switch to a more modern release.
