As far as I can tell, Cygwin *always* believes it is in the default
Posix/C locale.

Most languages are dramatically underdescribed, and at least one is
dramatically overdescribed.  Still other languages are simultaneously
overdescribed and underdescribed.  Welsh pertains to the third category.
