I prefer to send patches inline: In many mailing list archives attachments
are a pain to download and view; in some mailing list archives attachments
are even dropped.

Save the mail to a file (from within your mailer), then

  $ cd gettext-runtime/intl
  $ patch -p0 < .../the-file-where-you-saved-it

Then, "make clean" and "make".
