Because some users, especially in Europe, are still in an ISO-8859-x locale.
I can only estimate it: between 10% and 30%, I guess. If they look at UTF-8
encoded PO files for their language in a normal text editor, they see only
garbage.
Japan, with EUC-JP, is similar.
