[bug-coreutils would have been the better choice to send this to, given
'date --help' output]

Yes, it's a daylight savings issue.  From the coreutils FAQ:

Wow - that's five years old.  We've fixed a number of bugs in date and
other coreutils in the meantime; you should seriously consider upgrading
to 8.5.
