For clarification, the rcs package, which is what provides
/usr/bin/rlog, is not installed by default. The rlog package provides
something completely unrelated.

Likewise, there is no mention of rcs. Even when you build
--without-cvs, so that the resulting installation does not have a
_runtime_ dependency on cvs or rcs, I think you need to document that
there IS a _build_ dependency that rcs must be present.
