Can you show an example, please? I'm not sure that I follow :-)
Blundering is not connected in any way to the move filters!
If you have "accept=0" then the best may be evaluated at a level less
than 2-ply. However, the best move and your actual move should *always*
be evaluated at the same level.
If not, then we have a bug!
