The list may filter certain mails, e.g., to exclude malconfigured
auto-reponses from people on vacation etc.

I noticed the following header:

X-Spam-Status: No, hits=3.6 required=4.0

meaning that some spam filter rates this mails as being very close to
spam.

Yes, it's possible to control this for the different "roles", e.g., do
not forward to CC persons when, say, the bug is closed. For the global
email notification, you only have the option "send on all updates".
