No it doesn't exist at least on Win95. Imho it will certainly also depend on whether Windows is configured for multi-user access or just one standard user for everybody. The appropriate directories will not even exist.

I'm not sure who is having trouble, but my guess is users installing gnubg as an admin type user, then trying to play as another user (with less rights). As 95/98 don't usually have multiple users they won't have this problem.
