This looks good, but there should be mention of the header section
(the first msgid and msgstr). The translator needs to put the correct
information in, in particular the line

"Content-Type: text/plain; charset=ISO-8859-1\n"

needs to reflect the character set being used. Putting UTF-8
characters in the rest of the file (or BIG-5 or similar more than 8
bit characters) without identifying the character set in the
Content-Type line will lead to very strange tranlastions.
